This is a Chanel vintage blouse with 2 ties at the neck -for different looks. Cufflinks included. It has the older "paper tag" so we don't know the exact collection but I am guessing it is from the 1980s and it is silk. beautiful silk pleats across the front-fabric has a subtle design with many color on color dots and CC logos!
